Apart from North Korea, no state's nuclear program in the twenty-first century has raised more concern to international security than Iran's. While Iran insists that its nuclear program is strictly for civilian purpose in line with Article IV of non-proliferation treaty, the USA and its allies insist that Iran has military intentions and called for sanctions. The failure of sanctions to deter Iran from its nuclear agenda had made many scholars and policy-makers call for a preemptive attack on Iranian nuclear facilities. Situated within this debate, this paper positions itself as an antagonist to the preemptive airstrike option and argues that involving India in a possible nuclear “iron curtain” against Iran – a move known as technical isolation – remains the best option to the current nuclear crises.  相似文献

The policies toward countries aspiring to acquire nuclear weapons continue to be heavily contested, differing even among countries that consider nuclear proliferation as one of the main threats to international security. This article maps the actual policies of liberal democracies toward Iran and North Korea along a continuum from confrontation to accommodation. Using data from an expert survey, the authors outline four main findings. First, policies toward both Iran and North Korea have become increasingly confrontational over time. Second, no policy convergence was observed among the states studied; that is, notwithstanding the adoption of joint sanctions, differences remained between states preferring confrontation and those opting for accommodation. Third, states maintained remarkably stable policy profiles over time. Finally, despite obvious differences between the norm violations of North Korea and Iran, states generally followed remarkably similar policies toward both countries. The authors’ findings indicate that states exhibit stable preferences for either confrontation or accommodation toward nuclear aspirants. Although a comprehensive examination of the causes of these policy differences is beyond the scope of this article, the authors present evidence that a major cleavage exists between members and non-members of the Non-Aligned Movement, indicating that the degree to which nuclear aspirants’ sovereignty should be respected is a main issue of contention.  相似文献

The efforts of President Barack Obama and his administration to restore the United States as a driving force of multilateral arms control and nonproliferation negotiations are commendable, yet the lack of progress on such issues over the last eight years has ensured that U.S. policy has not kept pace with changes in the geostrategic environment and the evolving security agenda. Meanwhile, an alternative agenda has been articulated by non-Western countries. This article focuses on the arms control perspectives of Non-Aligned Movement states and others that have begun to embrace the idea of “disarmament as humanitarian action.” It explores this idea in the context of recent initiatives and argues that if the Obama administration wants to make progress on its arms control and nonproliferation priorities, it should consider a multifaceted approach that incorporates this emerging alternative agenda.  相似文献

ABSTRACT

Nuclear disarmament is often seen as eventually requiring access to nuclear warheads or to the warhead-dismantlement process to verify that a state has not hidden weapons or weapon-materials despite promising to disarm. This article suggests this view is misplaced, and that what is needed is a verification mechanism able to provide reliable assurances of the absence of fissile materials available for use in weapons after a state has disarmed. Such a mechanism will need an initial declaration of the amount of fissile materials held by a state for all purposes, military and civilian. In a state with a nuclear arsenal awaiting elimination, this declaration would have to include materials that may not be available for verification because they are in nuclear weapons or are in other classified or proliferation-sensitive forms. This article describes a verification arrangement that does not require access to materials in weapons and in sensitive forms while still allowing checks on the overall accuracy of the declaration. Verification of the completeness and correctness of the declaration is deferred to the time when the weapons-relevant material enters the disposition process, at which point it no longer has any sensitive attributes. By removing the focus on monitoring warheads and dismantlement, this new approach could provide a more manageable path to nuclear disarmament.  相似文献

SAVING THE NPT     
For more than forty years, the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) has provided major security benefits to the international community; however, the treaty is suffering from internal and external pressures, and benign neglect on the part of its members is undermining its authority. To ensure the treaty's continued viability, it is time for member states to start showing the NPT the respect it deserves and to renew their commitments to its fundamental purposes. Achieving this requires remedial action in at least four areas of vulnerability: reinvigorating nuclear disarmament; strengthening nonproliferation; overcoming the NPT's institutional deficit; and fostering a rapprochement between NPT and non-NPT states that does not abandon the goal of treaty universalization. There is still time before the 2010 NPT Review Conference for concerted action to restore the NPT's vitality and for the United States to resume its leadership role on behalf of the treaty and its membership.  相似文献

ABSTRACT

There have been calls for the abolition of nuclear weapons from the day they were invented. Over the last fifteen years, some indications can be found that such calls have been getting louder, among them Barack Obama's famous 2009 speech in Prague. In this article, we investigate if support for a comprehensive norm that would prohibit development, possession, and use of nuclear weapons is really growing. To assess the current status of that norm, we use the model of a “norm life cycle,” developed by Martha Finnemore and Kathryn Sikkink. We then analyze 6,545 diplomatic statements from the review process of the Treaty on the Non-Proliferation of Nuclear Weapons as well as from the UN General Assembly First Committee on Disarmament and International Security, covering the years 2000 to 2013. The evidence shows that a comprehensive prohibition can be considered an emerging international norm that finds growing support among states without nuclear weapons and nuclear weapon states alike. Only a core group of states invoke the norm consistently, however. This leads us to conclude that the “tipping point” of the life cycle, at which adherence to a new norm starts to spread rapidly, has yet to be reached.  相似文献

ABSTRACT

Researchers have recently proposed a new approach to nuclear-arms-control verification, dubbed “deferred verification.” The concept forgoes inspections at sensitive nuclear sites and of nuclear weapons or components in classified form. To implement this concept, a state first divides its nuclear program into a closed segment and an open segment. The total fissile-material inventory in the closed segment, which includes the weapon complex, is known and declared with very high accuracy. Essentially no inspections take place in the closed segment. In contrast, inspectors have access to the open segment, which includes in particular the civilian nuclear sector. The fissile-material inventory in the open segment is known with less accuracy, but uncertainties can be reduced over time using nuclear-archaeology methods. Deferred verification relies primarily on established safeguards techniques and avoids many unresolved verification challenges, such as the need for information barriers for warhead confirmation measurements. At the same time, deferred verification faces some unique challenges. Here, we explore some of these challenges and offer possible solutions; to do so, we examine possible noncompliance strategies in which a state would seek to withhold a higher-than-declared inventory.  相似文献

为提高直流调速系统的控制性能,提出了一种改进型内模PD-I控制器的设计方法。根据直流电机的运行原理,建立了电机输出转速与输入电压变化率之间的数学模型,基于内模控制(Internal Model Control,IMC)原理和Taylor级数展开,设计了一种内模PD控制器,且可通过选择系统的截止频率实现控制器参数的整定。为了获得系统调节所需的控制作用,可将内模PD控制器与积分环节相串联构成改进型内模PD-I控制器,仿真和实验结果表明本方法可使系统获得更好的控制性能。  相似文献
